The Residential cum Commercial Apartment Project for Low- and Middle-Income People at Zila Sadar, Mymensingh was undertaken to address the growing housing demand arising from rapid urbanization following the formation of Mymensingh City Corporation in 2018. As the 12th city corporation of Bangladesh, with an area of 90.17 sq. km, 33 wards, and a population exceeding 813,000, Mymensingh has been experiencing increasing pressure on urban housing and infrastructure.

 

The project focused on assessing the technical, environmental, socio-economic, and financial feasibility of developing a planned residential and commercial apartment complex targeted at low- and middle-income households. The initiative aimed to mitigate the acute housing shortage through efficient land use, planned high-density development, and provision of modern urban facilities within a healthy and sustainable living environment. A core objective was to create affordable homeownership opportunities for low- and middle-income families while supporting orderly urban growth and improved quality of life.
As the Lead Consultant, Plancon conducted the full feasibility study, beginning with site reconnaissance and necessary field visits to assess existing conditions and project viability. The assignment included comprehensive market demand analysis, architectural design and drawings, and detailed technical and engineering assessments. Plancon prepared complete structural designs, including foundation and basement design, as well as integrated electrical, plumbing, sanitary, fire-fighting, and fire protection system designs.

 

The consultancy developed detailed cost estimates for all components based on updated PWD Rate Schedules, along with financial and economic cost–benefit analysis. Environmental sustainability, climate resilience, and disaster risk considerations were incorporated throughout the study. The scope also covered human resource and administrative capacity assessment, institutional and legal analysis, and evaluation of project alternatives supported by risk, uncertainty, and sensitivity analysis. Plancon prepared layout plans, developed the Development Project Proposal (DPP), and finalized the Feasibility Study Report, providing NHA with a comprehensive, implementable framework for addressing affordable housing needs in Mymensingh
