The Construction of National Housing Authority Head Office Complex Project was undertaken to address the growing institutional and operational needs of the National Housing Authority (NHA). Over the past decade, NHA has significantly expanded its activities, implementing a wide range of housing initiatives including sites-and-services schemes and squatter resettlement projects aimed at supporting disadvantaged communities and promoting sustainable urban living.
 
The existing NHA headquarters building, constructed in the 1950s, has become structurally inadequate and functionally obsolete, failing to meet current requirements for earthquake resistance, fire safety, serviceability, and modern office operations. With increasing staff numbers and expanding responsibilities, there is an urgent need for a new, purpose-built head office complex with enhanced capacity, improved functionality, and contemporary amenities.
The feasibility study examined the development of a modern office complex designed to enhance employee productivity, safety, and social interaction, recognizing the strong relationship between workplace design, efficiency, and well-being. Emphasis was placed on optimal land use planning, green and low-impact development (LID) concepts, and long-term sustainability. The study also assessed environmental and social impacts, financial and economic viability, and alignment with surrounding government initiatives to ensure integrated and sustainable institutional development.
 
The consultancy team conducted a comprehensive feasibility assessment that included market demand analysis, technical and engineering evaluation, and preliminary structural design. Environmental sustainability, climate resilience, and disaster risk considerations were assessed alongside environmental and social impact analysis, supported by the preparation of appropriate management measures. The assignment covered detailed cost–benefit analysis, financial and economic evaluation, human resource and administrative capacity assessment, and institutional and legal analysis. Alternative development options were examined, supported by risk, uncertainty, and sensitivity analysis. The team prepared layout plans, assessed project sustainability and linkages with nearby government initiatives, and developed the Development Project Proposal (DPP). The assignment concluded with the preparation and submission of the final Feasibility Study Report, providing NHA with a clear, evidence-based foundation for decision-making and project implementation.
