 The Further Extension & Development of Begum Rokeya University, Rangpur is a comprehensive consultancy initiative aimed at guiding the university’s long-term physical expansion and positioning it as a modern, sustainable, and globally competitive center of higher education. The assignment focuses on developing a strategic and implementable roadmap for the planned expansion of a 75-acre campus.

At the core of the project is the preparation of a Comprehensive Master Plan, which will serve as the principal framework for future development. The Master Plan establishes intelligent campus zoning for academic, administrative, residential, recreational, and open-space uses; defines future building locations; and integrates resilient infrastructure systems for transportation, utilities, and environmental management.

The project follows a phased development approach, beginning with a detailed Feasibility Study for Phase 1, assessing technical, economic, social, and environmental viability. Based on the feasibility outcomes, a complete Development Project Proposal (DPP) will be prepared in compliance with Planning Commission and IMED guidelines to facilitate government approval and funding.

For prioritized Phase 1 facilities, the consultancy includes integrated Architectural, Structural, and Electromechanical (MEP) design services, ensuring functional efficiency, sustainability, and compliance with national standards. The scope incorporates energy-efficient electrical and solar solutions, modern mechanical systems, and sustainable plumbing and water management strategies.

The successful completion of this consultancy will provide Begum Rokeya University with a clear, actionable, and future-oriented development framework, enabling confident implementation while aligning physical growth with the university’s long-term academic vision . 

Description of Actual Services Provided
 
1. Master Plan Development (75 Acres)
  • Campus zoning: academic, administrative, residential, recreational, open space, and infrastructure

  • Future building layout with integrated road network and pedestrian circulation

  • Landscape planning including green zones and water bodies

  • Integration of sustainability, energy efficiency, and environmental impact considerations

  • Coordination with relevant government agencies and planning guidelines

2. Surveys & Technical Studies
  • Physical features survey (topography, existing structures, utilities, land use)

  • Flora and fauna inventory

  • Geological, geotechnical, and geophysical investigations

  • Hydrogeological survey (aquifers, groundwater table, flood risk assessment)

  • Transportation survey (on-campus circulation and external access routes)

  • Phase 1 feasibility study covering building needs, cost estimates, environmental impacts, and phasing strategy

3. Architectural & Structural Design
  • Architectural design for selected Phase 1 buildings

  • Structural design compliant with BNBC, seismic and wind codes, and site-specific soil conditions

  • Preparation of BOQs and detailed cost estimates

4. Development Project Proposal (DPP)
  • Preparation of DPP in full compliance with Planning Commission / IMED formats

  • Technical, economic, environmental, and financial analysis

  • Implementation schedule, risk assessment, and safeguard measures
