The PARTNER program is designed to support the Government of Bangladesh’s (GoB) strategic priorities for agricultural transformation as outlined in the National Agricultural Policy (NAP) 2018, the Plan of Action (PoA) 2020, the 8th Five-Year Plan (8FYP, 2021-2025), and the Bangladesh Delta Plan 2100. With agriculture contributing 15% to GDP in 2017 and employing 41% of the population in 2015-16, the program focuses on transitioning the sector toward a more productive, market-oriented, and climate-resilient system. Key priorities include diversification, commercialization, mechanization, and adopting Climate-Smart Agriculture (CSA) practices to enhance sustainability and resilience. This project is financed jointly by GoB and the development partners (US$ 500 million from the World Bank and US$ 43 million from IFAD). PARTNER emphasizes private sector participation by addressing regulatory barriers, improving market conditions, and fostering public-private partnerships (PPPs) for research, post-harvest logistics, infrastructure, and services. These efforts will catalyze investment along the agri-food value chain and promote modernization, aligning with GoB’s long-term goals for food security, economic growth, and environmental sustainability. The program includes significant infrastructure development to support agricultural transformation. This involves constructing 14 six-storied Regional Agriculture Office cum Training Centers, seed testing laboratories, and agro-eco-parks to demonstrate sustainable practices. Eight training centers will be modernized, and facilities for plant quarantine, quality control laboratories, and packing houses will be developed to enhance food safety and export readiness. Advanced irrigation systems, such as drip and sprinkler irrigation, will optimize water use, while land development across 20 sites will prepare areas for agricultural infrastructure. Renovating Project Coordination Units (PCUs) and strengthening the National Agricultural Training Academy (NATA) will further enhance capacity-building efforts. |
